The Joint Commission International (JCI): The Joint Commission for Accreditation of Healthcare Organizations (JCAHO) is an organization founded in the USA in 1951, with the purpose of continuously improving the safety and quality of health care services provided to societies and ensuring the joint implementation of the standards established in healthcare institutions. The Joint Commission International (JCI), the international branch of the JCAHO, was founded in 1997. The JCI provides accreditation services by inspecting healthcare institutions in over 60 countries. Currently, some 200 hospitals in 34 countries hold the JCI accreditation. The JCI develops standards on topics such as patient and facility safety, prevention of infections, prevention of malpractice, protection and provision of information to patients and their relatives, protection of personal rights and privacy, recording, continuous monitoring and correction of adverse events, and grants accreditation to successful healthcare institutions after inspecting their compliance with these standards.
Acıbadem Maslak Hospital, as one of the most prestigious hospitals in Turkey, was founded in an indoor area of approximately 40.000 square meters and has a 191-bed treatment unit and 15 operating rooms. The fire alarm, closed circuit television and nurse call systems of the building were designed and implemented by EEC.
The devices used in the Acıbadem Maslak Hospital’s fire alarm system were chosen from the Edwards Signature Series products offered with the quality and experience of EEC. The Signature Series includes high-technology, microprocessor-controlled and algorithm-based detection components that can make decisions with the fire algorithms obtained after long test processes. The EST3 and Signature Series were tested and certified according to the EN54 as the European Standard in effect in our country. All parts of the system have American certificates such as UL and FM. Independent and internationally-recognized certificates are among the most essential criteria in the selection of a fire alarm system.
There are 18 fire loop lines connected to 2 EST3 fire alarm panels within the hospital. Some 1300 detectors and up to 400 monitoring / control modules were used on these loop lines for detection and control purposes, and there are also 120 flasher sirens and flashers used for the purpose of triggering alarms. In addition, the integration of the natural gas, carbon monoxide and water detection detectors at various points of the building into the fire alarm system was ensured. With this system installed, a structure was created that is extremely flexible, not restrictive in terms of the future, and able to respond to different needs in different periods. The system that was programmed with this structure can be easily adapted to changing scenarios.
The fire detection and alarm system in the building operates in integration with the other mechanical-electromechanical systems according to the emergency scenario. Within the scope of this integration, the emergency management of the smoke control system is executed with the control of air handling units, fire dampers, smoke removal fans and stairwell pressurization fans, which are part of the ventilation system, and the smoke in the fire area is removed from the building without spreading to the other safe areas. Also, the control of the stairwell pressurization fans, which were installed to keep the stairs with escape routes clean in terms of smoke, is executed to ensure the safe evacuation of people.
The status of the flow switches, line shut-off valves and fire pumps in the Water Extinguishing System is continuously monitored with two Signature Series single or two-channel contact monitoring modules, while inspecting whether the system is smooth and ready to operate before a real fire occurs, the operation of the water extinguishing system in case of emergency is monitored.
The controls such as calling the elevators to the ground floor in case of fire and directing the elevators to another floor that is selected alternatively if there is a fire on the ground floor are also executed automatically by the Edwards Signature Series control modules within the scope of integration with the relevant systems.
The control of the voice evacuation announcement made through the loudspeaker system is ensured by the fire alarm system so that people can be evacuated accurately and quickly.
The alarm and fault conditions of the gas extinguishing systems installed in various critical areas are also continuously monitored by the fire alarm system.
There is a Graphic Monitoring Computer and FireWorks Graphic Monitoring Software installed in the Security Hub for the monitoring and control of the fire alarm system. The FireWorks Graphic Monitoring Software is an interface program that ensures data communication between the EST3 Panel and the user. Thanks to this software, all devices that are monitored and controlled by the fire alarm system can be graphically viewed on the architectural plans, and in case of possible alarm situations, it is possible to quickly access the architectural plans of the relevant areas and make detailed reviews on the plans.
As in the Acıbadem Maslak Hospital project, the Edwards Signature Series product family offers unique solution opportunities in projects with thousands of detection and control points, where a wide range of panels are required to operate in a network, and large-scale and complex smoke control management is required, and the integration with the other building systems is intense.
In today's hospital projects, it has become important to take measures particularly for the safety of life and property and as a result, to ensure the safety of patients and their relatives electronically. This factor is fulfilled by the GE SECURITY camera system in the Acıbadem Maslak hospital.
The hospital is protected by a total of 238 high resolution cameras. 220 of these cameras are internal type mini dome and fixed color cameras and the rest are external cameras with day/night vision. Particularly the critical points such as patient corridors, polyclinic departments, nurse counters, secretary offices, technical areas, fire escapes, parts of the building opening to external areas, main entrances and emergency service entrances are monitored and recorded on a 24/7 basis. All cameras connected to the system are recorded through 16 digital recorders. The system is monitored by security officers on a 24/7 basis. In addition, the desired camera images are switched to the relevant monitors automatically or manually by using the matrix switcher connected to the system.
To provide better services to patients and their relatives in hospitals and measure the efficiency of the service personnel, the patient/nurse communication systems have become considerably important. In the Acıbadem Maslak Hospital, as in all other Acıbadem hospitals, the DUKANE nurse call system is used.
The DUKANE Nurse Call System is used for communication between patients in the wards and healthcare personnel and for reporting emergency situations to hospital personnel. All nurse call system devices used in the Maslak Acıbadem Hospital hold international UL certificates. There are a total of 11 nurse counters, some 160 beds connected to these counters, up to 400 emergency buttons and 60 code blue stations in the hospital.
The nurse call consoles available in the system are microprocessor controlled and have a structure that can operate independently and as a network with the other nurse call consoles, and can be connected to a computer with an installed management software. It has the capacity to support single or double patient bedside nurse call control units, hand-held addressable call buttons and WC/bathroom emergency call buttons. The console, which contains an intercommunication system to make sound communication with the patient, features an LCD display as well as buttons programmed by functions and a telephone-type keypad. The Nurse Call Console and connection units are produced and certified in accordance with the medical and electrical compliance standard “UL 1069”.
Acıbadem Maslak Hospital has 89 addressable bedside units connected to the nurse call consoles. For a single patient, the single addressable bedside nurse call control unit is microprocessor controlled and features a hand-held call button connected to it, an addressing unit for the bathroom emergency call button and connection terminals. The corded call button that can be used by the patient to call from the bed is connected to the patient bedside unit. Various types of corded call buttons such as push, geriatric, breath-activated, etc. can be connected to the same system.
Emergency pull-cords installed in the bathrooms and toilets are monitored by the patient bedside control unit and addressing units. In addition, there are corridor lamps in 4 different colors in each room. These lamps are produced in different colors to display different call requests. For example, while the red lamp is activated in the code blue alarm, the green lamp is activated when the nurse enters the room, and the white lamp is activated when the emergency alarm is received from the bathroom. In this way, the health personnel that respond to the patient are informed about the type of the incoming call when they are in the corridor. Particularly the nurse call systems in the polyclinics are monitored through display panels, and are integrated into the main system.
Thanks to the database and reporting software, it is possible to collect, sort, store and analyze all call events in the system. Therefore, all concrete performance data required by the hospital management to maximize patient satisfaction can be viewed as a PC printout with a single click.
